Dibombari Opens CFA332 Million Municipal Housing to Attract and Retain Public Officials

The Minister of Decentralization and Local Development, Georges Elanga Obam, officially opened a new municipal housing complex in Dibombari on Monday, September 8, 2025. The project, with a total cost of 332 million CFA francs, includes the construction of twenty modern housing units.

According to the ministry's communication department, the goal is to "encourage public officials to settle in the area and meet the high demand for decent housing in the locality."

The initiative was championed by Mayor Justin Bedjedi Ndamè, who sought support from Crédit foncier du Cameroun (CFC), a real estate finance institution, and the Special Council Support Fund for Mutual Assistance (Feicom), which serves as the bank for municipalities. The new complex is part of the Municipal Housing Construction Program (PCCM), a partnership among Feicom, CFC, and the United Councils and Cities of Cameroon (CVUC) association.

Launched in 2013, the PCCM aims to help local governments provide affordable housing in secondary cities. The program is designed to attract public officials and private sector workers to urban and suburban areas with at least 10,000 residents, particularly those with universities or industrial activity that face high real estate pressure.

To support the initiative, CFC provided an initial 10 billion CFA franc loan to Feicom in 2020, followed by a second credit line of 20 billion CFA francs in 2021. In December 2024, CFC’s General Manager, Jean Paul Missi, reported that the program had already been deployed in 87 municipalities, with 1,500 housing units constructed. On June 10, the Deputy General Manager of CFC, Jean Calvin Tjonog, announced an additional 30 billion CFA francs to be injected into the program over the next five years. This new funding will allow for the expansion of municipal housing projects to other communities and help address the growing need for affordable homes.
