Feicom earmarks nearly CFA6 bln for local climate resilience projects

Faced with escalating climate risks, Cameroon is developing a bottom-up response. The Fonds spécial d'équipement et d'intervention intercommunale (Feicom) has earmarked nearly 6 billion CFA francs for municipal-led climate resilience projects, focusing on protecting communities and limiting damage from increasingly unpredictable weather, particularly flooding.

The funding, approved in July 2025 by Feicom's Financial Contributions Committee, will support 56 municipalities nationwide. Of these, 33 projects target flood risk management, while 23 focus on reforestation and ecosystem restoration. These priorities reflect the growing frequency and severity of natural disasters, which continue to damage homes, infrastructure and economic activity.

A focus on capacity building

Beyond financing, Feicom is positioning itself as an implementation partner. On April 13 and 14, 2026, it convened several mayors for a capacity-building workshop aimed at ensuring projects move beyond planning and deliver tangible, lasting results.

Sessions covered climate risk awareness, public procurement procedures and project management tools designed to support long-term sustainability. Particular emphasis was placed on technical studies and environmental and social impact assessments, seen as critical to the relevance and durability of the projects.

The initiative is part of the “Guichet climat,” a scheme introduced by Feicom in 2024 to support local governments in adapting to climate change. It aims to address a persistent gap in municipal preparedness for natural disasters.

Challenges remain significant. Inadequate infrastructure, poor drainage systems and uncontrolled urban expansion continue to amplify flooding risks and increase vulnerability. In this context, investing in locally tailored solutions has become essential.

The call for projects launched in March 2025 followed the same approach, inviting the most exposed municipalities to submit targeted responses to local risks. Proposals were required to address clearly identified needs and demonstrate a preventive, sustainable approach.

By mobilizing substantial resources and supporting local actors, Feicom is laying the groundwork for a more structured response to climate risks. This approach prioritizes anticipation over reaction and places municipalities at the center of the strategy.
