Bafoussam is looking to make Portuguese a gateway to new academic and career opportunities for young people by partnering with a Brazilian university to expand language training and international cooperation.
The Urban Community of Bafoussam has signed a five-year technical, academic, and cultural cooperation agreement with the University of International Integration of the Afro-Brazilian Lusophony (UNILAB), a Brazilian federal public university.
The partnership aims to promote Portuguese-language learning, student exchanges, and scientific cooperation between Cameroon and Brazil. It also forms part of a broader strategy to strengthen South-South cooperation and internationalize the city's education offerings.
A 12-month language program
The centerpiece of the agreement is the launch of the "PLA UNILAB & Bafoussam – Sequential Portuguese as an Additional Language Course." The 12-month program will provide 240 hours of instruction across beginner, intermediate, and advanced levels.
During the pilot phase, up to 40 students from Bafoussam will be selected to participate. Eight local teachers or teaching assistants will also receive training to help sustain the program and support its future expansion.
Beyond classroom instruction, participants will have access to an online learning platform, educational and cultural workshops, and intercultural activities designed to strengthen both their language skills and their academic and cultural competencies.
City to oversee implementation
The Urban Community of Bafoussam will be responsible for selecting participants, providing training facilities, and coordinating local logistics.
The municipality will also manage institutional communications and help organize the cultural activities included in the partnership.
Beyond language instruction, the agreement covers student mobility, the joint development of educational resources, and institutional capacity building. "Through this initiative, the Urban Community of Bafoussam reaffirms its commitment to creating new educational and cultural opportunities for young people, expanding its international partnerships, and promoting decentralized cooperation focused on education, innovation, and openness to the world," the municipality said.
Decentralized cooperation gains momentum
The initiative reflects a broader trend in which local governments are increasingly using international partnerships to expand educational opportunities. Several Cameroonian cities have begun working with foreign universities, municipalities, and international organizations to complement local training programs and create more opportunities for student mobility.
For Bafoussam, choosing Portuguese is a strategic decision aimed at strengthening ties with the Portuguese-speaking world. The language is spoken in Brazil, Portugal, Angola, Mozambique, Guinea-Bissau, and several other countries across multiple continents.
Proficiency in Portuguese could improve access to scholarships, exchange programs, and academic opportunities at partner institutions. It may also create new career prospects in international trade, diplomacy, development cooperation, and regional organizations.
Investing in mobility and employability
For Bafoussam, the initiative goes beyond teaching a foreign language. It is intended to broaden the academic and professional horizons of young people who often have limited access to international education and exchange programs.
The program's long-term impact will depend on how many students ultimately benefit and whether the partners can sustain the initiative beyond its initial 12-month pilot phase.
By investing in Portuguese-language education, the city is seeking to build a new bridge to the Portuguese-speaking world and position language training as a pathway to greater mobility, employability, and international engagement.
